Local plans

Run this from the repository that backs the stack:

gantrycli local-plan <stack-id>

GantryCD uploads the current working tree, including uncommitted changes, and plans it with the stack’s normal runner and settings. The plan cannot be applied. Local plans must be enabled on the stack, and you need permission to run one.
